PROJECTS are still being approved by the Hulu Selangor District Council (MDHS) although more than a dozen abandoned ones have not been revived.
MDHS president Tukiman Nail justified this by saying that development was needed and the council would continue to approve other projects.
He said he did not want Hulu Selangor to be left behind compared to other districts and new developers would not be penalised because others had abandoned their projects.
Tukiman said new developers should be given a chance to prove themselves and the council had blacklisted developers of abandoned projects.

Among the notable abandoned projects in the district are Desa Beruntung housing project in Ulu Yam, Lembah Beringin housing project, Bandar Baru Serendah single-storey houses, a single-storey housing project in Bukit Sentosa, Kampung Desa Beringin expansion project, Kampung Melayu Rasa expansion project, Desa Bukit Bujang expansion project, Genting Valley bungalow lots, Kampung Koskan single-storey terrace houses, Serendah Perdana housing scheme, Erina Heights Ulu Yam, a housing project in Batang Kali and Taman Impiana housing project.
He cited the Bukit Beruntung project in Rawang as an example.
“We want the abandoned projects here to be revived but there are no ‘white knights’ willing to do this,” said Tukiman.

In response, Selangor Housing, Building and Urban Settlers Management Committee chairman Iskandar Abdul Samad said a catalyst was needed to bring more development into the area.
“There has to be mixed development, namely commercial, residential and industrial,’’ he added.
Granted, reviving abandoned projects is no easy task as many issues need to be ironed out between the purchasers and developers.

SC reprimands Goh Ban Huat and its board of directors; key directors fined for financial reporting deficiencies

The Securities Commission (SC) today publicly reprimanded Goh Ban Huat Berhad (GBH) and its Board of Directors and has imposed a fine of RM50,000 each against its Managing Director, Goh Tai He and Executive Director, Tan Ah Cheun.

The public reprimand and the fine are in relation to the failure of the company and its directors’ to comply with Regulation 4 of the Securities Industry (Compliance with Approved Accounting Standards) Regulation 1999 (Regulations) in respect of GBH’s financial statements for the quarter ended 31 December 2004.

Regulation 4 principally requires every listed corporation, its directors and chief executive to ensure that the consolidated financial statements are to be made out in accordance with approved accounting standards.

The breach

GBH had breached Financial Reporting Standard (FRS) 127, Consolidated Financial Statements and Investments in Subsidiaries (previously MASB 11) where it failed to duly eliminate profits arising from its intra-group sale of properties, resulting in an overstatement of profits by RM121 million in GBH’s financial statements for the quarter ended 31 December 2004.

Under FRS 127, intra-group transactions and the resulting profits should be eliminated in full.

Other considerations

The erroneous profit before taxation of RM100 million announced by GBH in its 31 December 2004 quarterly results on 28 February 2005 had subsequently prompted unusual share price movements and dealings of GBH shares on Bursa Malaysia Securities Berhad. The SC noted that GBH had explained and rectified the error in the quarterly results through its announcement on 7 March 2005 where a loss before taxation of RM21 million was reported instead. Notwithstanding this, the SC views the breach as serious since it involves a fundamental accounting issue.

Conclusion

The SC reminds all other listed corporations, their directors and chief executive officers on the importance of adhering to all relevant financial reporting standards and disclosure requirements in the interest of the investing public.

The SC views non-compliance with the Regulations as a serious matter as high standards of financial reporting are fundamental in promoting market integrity and enhancing investor protection.

The SC will not hesitate to take action against listed corporations and their officers for failure to comply with the applicable securities laws or regulations.

Thai Muslims are reacting favourably to a cabinet decision last month to establish a 24-hour satellite television network for broadcasting Malay-language programming across the Deep South.

Government Public Relations Department Director General Apinan Juntarungsri discussed relevant issues at an October meeting in Yala with other officials, including Southern Border Provinces Administrative Centre (SBPAC) Secretary General Tawee Sodsong, National Broadcasting and Telecommunications Commissioner Peerapong Manakit, and local Muslim leaders.
SBPAC will play the lead role in ensuring that the programming meets local needs. The Yala office of the National Broadcasting Services of Thailand (NBT) airs a terrestrial television service in Malay, but only for eight hours daily and within a limited coverage area.
"The establishment of a 24-hour television station follows the government's desires to provide around-the-clock services to local residents of the southern border provinces, as well as to increase understanding and disseminate a variety of information to local people, including news entertainment, sports, religion and cultural events," Apinan told Khabar Southeast Asia.
"After announcing this policy, the government assigned SBPAC and NBT to work together with respected local leaders, academics and others with specialised knowledge to work out the details of the project in such a way that they bring maximum benefit to local residents."
Experts debated whether to use the standard version of Malay or the local Pattani version, which developed in relative isolation and is hard for Malaysian and Indonesian speakers to understand.
"It will be important that the station managers as well as the reporters have a basic understanding first and work together on a committee with Muslim religious leaders, discussing all matters in detail to make sure the Malay language station develops in a stable way," Confederation of Islamic Councils Chairman Abdulrahman Abdulsamad said.
"If they can really manage to do that, many benefits will result because Islamic teaching branches out into so many areas, such as law, public administration, commerce and business, science, astronomy and others," he added.
He said that real success would come only if news producers and station managers provided high-quality shows and news reports with broad appeal to potential viewers, 90% of whom will be Muslim.
"These television channels will open up new opportunities for local people to be able to view problems from a broader perspective, whether they are lifestyle, cultural or religious matters," Abdulrahman said.
He encouraged the use of some standard Malay in programming, "because everyone will hear it and learn it, and the transmissions could be understood by those across the border".
Hamika Sooleng, of Manang Tayor subdistrict in Narathiwat's provincial capital district, said, "Nowadays everyone here uses both Malay and Thai to communicate, so opening a Malay-language television station will be a real accomplishment for local people, so it should meet their needs.
"They should give local people a chance to have some input. After it is in operation, they should have a review process put in place to deal with any problems. I think it will be good if it is transparent and gives the local community a say."

华总2013年度会员代表大会提案
政治
1.        全力支持拿督斯里纳吉成为全民首相,继续贯彻一个马来西亚政策。
2.        吁请政府在各语文媒介作更广泛的宣传,鼓励华裔子弟加入公务员的行列,并以公平和透明化的运作进行录取工作。
3.        鼓励华裔子女应征政府部门职位空缺, 以纠正公共服务领域种族比例失衡现象。
4.        促请联邦政府恢复地方政府选举,还我民主第三票。


经济
5.        吁请政府为农产品开拓新市场以及协助农民维持农产品价格稳定,并开放农耕地予各族人民耕种, 使到耕者有其地,以协助国家农业的发展。
6.     促请政府监控房价高涨,在全国各地增建人民可负担的民宅。
7.     要求政府制定法令,打击贪污,透明化处理政府工程颁发及采购程序,以达致反贪腐的目标以及营造有竞争力的商业环境
8.      吁请联邦交通部立法管制航空公司在东西马航班和东马内陸航班的机票顶价, 并要求开放东马,尤其是砂拉越的领空, 落实直飞国际重点城市航线服务。
9.      吁请财政部在实施物品及服务消费税(GST)之前,应该適当的调整国家财政税收之整体结构及避免物价高涨。
10.   吁请政府在提升及强化土著经济的同时,能不分种族协助弱势群体,以落实首相所倡导的一马理念治国。


教育

11.  吁请政府全面承担全国华小的水电费及制度化拨款给各源流学校。
12.  吁请董总允许关丹独中学生报考”统考”。
13.  呼吁政府全面承认独中统考文凭,并直接接受独中生以统考成绩进入国内所有国立大学。
14.  政府实施20132025的教育发展大蓝图,必须摒弃单元主义的教育政策,执行多元化的教育体系,公平对待各民族的教育发展,一视同仁对待各源流学校。
15.  呼吁政府根据种族结构和社区的需求,制度化兴建各源流学校,包括在华裔人口密集区,拨地拨款兴建足够华小,以解决华社对母语教育的需求。
16.  吁请全国华小董事部绝对不可接受微型华小合并的方案。
17.    吁请教育部暂缓两年期限,以便让有意申请华小组教育学士课程(PISMP)者有足够时间准备报考中国文学。
18.  吁请政府修改1996年教育法令,恢复国民型中学的合法地位和学校类型名称(Sekolah Menengah Jenis Kebangsaan , SMJK),兑现政府当年对改制中学(国民型中学)的承诺。

社会
19.    反对任何单方面由单一家长为孩子改信任何宗教的条文,并吁请政府检讨2013年伊斯兰法行政法案规定18岁以下子女必需在父母亲或监护人的同意下,方能改信伊斯兰教。
20.    要求成立独立警察投诉与行为不检委员会(IPCMC),确保警察部队以专业及公平态度执行任务,重建民众对警方的信心。
21.    吁请警方关注日愈猖獗的枪杀及抢劫等刑事案件,严厉对付犯案者,并加强各种保安措施,包括社区巡逻工作。
22.  吁请政府履行宪法所赋予各族人民拥有免费土地安葬的权利, 政府应拨地及负担全国华人义山的费用,以减轻人民的负担。
23.    吁请政府制止种族主义者发表极端和不负责任的言论,并采取法律行动,确保国民团结, 严厉对付那些对其他宗教和族群进行诋毁污蔑者,以免扰乱社会秩序。
24.    吁请政府一律豁免非盈利机构的所得税。
25.    要求政府俯顺民意,停止一切公害计划,尤其是关丹莱纳斯稀土厂、劳勿武吉公满山埃采金厂及边佳兰石化厂,以避免破坏生态环境及威胁人民健康。

26.    吁请州政府定期拨款资助华团主办各族文化活动,一视同仁对待各族的文化,并确保各族的文化与文化工作者享有同样的机会及资源赞助, 以促进各族文化交流。
